I have never used the full edit cas cheat before, will it have the Hermit's proper clothes? I thought that the outfit for them and some of the other NCP role sims are locked and not available in CAS?

The hermit's clothing was unlocked with the August 2016 patch update.
I have no idea wear in CAS to find the Hermit outfit for the males. Many of the NCP role sims (Nannies, Maids, Repairman, Garderners) are locked in CAS. I thought that the patch notes for the Gender Patch stated that NCP and Townies would not be generated as Transgender or Cross-dressers and that it was the player that had to manually create/change Sims by using the options. Is this not the way the patch was supposed to work? Maybe I misunderstood the patch notes, but I thought that players had control over what types of sims were generated randomly? I know that City Living intentionally makes some (weird) dressed sims, but I did not think that they changed the existing NCP roles to randomly now all be Transgender or Cross-dressing.
Sorry for my confusion, but I have been ill for several months and have not played at all. I started to play again in December 2016 after I got City Living, and ended up deleting that game when the nanny showed up as a cross-dresser/Transgender and was constantly being flirty with my sims child. I thought I read that the romantic relationship bar had been fixed with children, but I guess it is still there.
After getting the Vampire pack, I removed all my CC (never had any mods installed), reset my Sims 4 folder, cleared the Origin Cache files, repaired the game and created my current household. I have never activated the gender options in this save file. My sim does not have children, is a regular sim (not vampire or alien) and I am trying to see how many aspirations and career branches she can complete without cheating or adding mods.
I know I can go into Manage Worlds and delete the existing Hermit and hope the game generates a new one, but I am not sure if the game would create a new hermit. I was only asking if it might be better to somehow kill him off instead and maybe the game would automatically generate a new Hermit NCP that hopefully is wearing the proper clothing for the role he/she is supposed to have.
