I gave up on the highchairs a long time ago, it's just much faster to drag a platter of food to the floor in the toddlers room and have them grab a serving themselves. I always put one of those cute toddler chairs in the room for them and they always use that to eat. But, if you actually like using the high chair to serve toddlers regular food, there is a way to do it that's worked for me in the past.
Have any Sim in the household that can do so, 'pick up serving' from the fridge. Pause. Go into that Sim's inventory and drag the plate of food to the highchair. Click 'put toddler here' on the high chair. Unpause. As soon as the toddler is in the highchair, pause. Switch to the toddler, click on the plate and choose 'eat'. Unpause and the toddler should immediately start eating. Of course, this is all done with autonomy off so I'm not sure if it'll work with full autonomy.
It's a bit fiddly, but it's never failed to work for me in the past. I'd try your method, but I haven't used any mods in my game, yet. Still ruminating over if I want to take that leap. :p Thanks for the tip for others who do use that mod though, very helpful. If I ever do get MCCC, I'll give it a try too. :)
