The high chair works so well for me since I figured it out.
1 - Don't put a 'hangry' toddler in the chair before going for the food. Click on the chair and choose feed toddler. You will get the option to select a meal from a list. Choose one. The sim will always set the food down on the feeding area of the high chair first before going for the toddler.
2 - Feed the toddler before they get 'hangry' - they will wait for the food if their hunger is not so low. This way taking food from the fridge will work. Once the toddler is 'hangry' you must click the chair first in order to feed them in it.
