High School Years: how do you livestream?

This is probably a dumb question, but how do teens livestream in HSY (required skill/skill level)? Can they only do it while they're a student? I have a teen sim who graduated early & I want her to start streaming; she's level 5 in both charisma & video gaming but no option shows up under "play game" or "social networking" & she has the cheaper of the two gaming/streaming computers that came with HSY. Does Haily need any other skills/number of followers on social bunny or other social media? I've done searches but couldn't find any info, so any help is greatly appreciated :).
