I do time travel roleplaying, so I'm into historical themes. One problem though is some random sims could "invade" that era with inappropriate clothing. What I do is change some lots into "Residential" and then move in a group of sims with the right attire. For example, I will convert Wild West Park into a Residential lot. That way, when I zone in on this lot, I'll have sims with cowboy hats and boots.
A solution for random sims showing up. If you use the MCCC mod, you can click on the sim and under the cheats menu make them leave. They leave immediately. I use it a lot when I don't want certain sims showing up in some of my screenshots.
