Horse Ranch: Can I plant something in the public ground planters?

In New Appaloosa, not far from the Equestrian Center there is a small community area with 2 square planters. Nothing grows in them, there is not even the tiny soil plot. I tried to drag crop from my sim's inventory to the planter, but it did not work as expected. I can click the planter to order seed, but that will go to the sim's inventory and must probably be dragged over, so I wonder if there is some other way? Or will the game add new plants in those planters at certain seasons?

It's the same thing with the planters in the "community garden" in Henford. It's a real shame and a waste. I love the idea of having planter boxes out in the world, and I would use them all the time if they worked, but... here we are. At least with the base game worlds, there were already plants in the boxes, but here they start off empty and stay empty. The only thing you can do with them is buy seeds.
  • I don't think you can plant anything if it's off lot. But maybe if you leave the seed there it will sprout on its own?
  • Thanks. Hm... fine with me, but I don't understand why they would deactivate them, and not rather just remove them? There are quite a few other operative items they could have placed there instead...
