Ultimate Horse Championship
To qualify your horse must place in the master category of barrel racing, endurance racing, show jumping, and western pleasure. Level 10 in agility, endurance, jumping, and temperament.
I think it depends on how much skill the horse ( or rider ) has. One of my sims competed, and I believe got a silver on his first jumping race ( Beginner ).
