Hot weather & cold weather wear coming to base?

I didn't understand at the beginning but then I thought it might be because of the gallery or something? To avoid issues. Not sure, just a guess. It will only mean this epeople will have two more slots for clothes.
Anyway, those categories are confusing me even with seasons. I am waiting on some more clarity since they don't make a lot of sense to me. Specifically the hot weather one and the fact that when it's raining in spring they seem to change to the cold weather one.
