If memory serves (and I'm not in my game at the moment) there is a down arrow on screen right when you click on a lot you want. If you select that one, it goes to your My Library. The other arrow is on screen left, I do believe to place it on a lot. An easy way to do this is to enter the lot you wish to place a build upon, and then go into the Gallery. Or you should be able to place lots while in map view.
