In my game I have to wait till next Monday. The game will level my sim up after 3 pm on Monday after the week which they finished eligible for the new grade. In old system (rabbit hole school) it happens on Friday when they get back home.
Note: I never send my sim alone, always going with her to school. It’s always on Monday after 3 pm when grade level up is happening. If the holiday is happening and they have day off it doesn’t matter, game will still give her new grade.
