How do I make the Ghosts come out and play?

Okay, so I had a question.......did they fix the always mourning problem? I saw a while back that people posted about their sims dropping everything suddenly to go out, mourn over the grave/urn, and then go back in only to have the same thing keep happening over and over again. I would think that they would have to if people wanted to see the ghosts but not to deal with that issue.
