I've gone into manage worlds, but when I click on an apartment building, it doesn't give me the option to build a penthouse, it only shows what apartments are available. There is only one penthouse (I think) in the city - not sure of the address, but it is at the top right of the map. I am pretty sure it uses the word penthouse in the lot description.
