I play in all worlds. It's getting a bit tedious because my rotation must be faster and faster the more worlds are added, so I don't actually play all the household, but at least stop by to age them up, adjust for new DLC etc. So, when I decide to play a house through a couple days, it will be more because I like the household than what world they reside in.
That said, I try to focus on world diversity as well. When building in a world I try to make use of CC style that came with that pack, trying to keep some sort of local culture and traditions. Say, I would rarely use doors and windows from just any pack. I know how my worlds are located, which worlds are their neighbors, so a style might of course affect the world "next door", too. Same with clothing fashions, if a world came with a pack offering a certain style, I will avoid using that CC in a world in the oposite end of my nation. San Sequoia is a good example, I feel the CC is quite unique and I try to restrict it to that area. But this is of course not without exceptions. I will use whatever items I want whenever I want, certain restrictions might just help me narrow down the selections a bit, which often makes it easier to choose.
I also try to keep a certain culture/tradition within certain worlds, but as sims move this will not be as restricted. Like StrangerVille focusing on Military and Science, Del Sol Valley on Entertainment, and so on. Many worlds are less strict on the careers and focus, so in most cases I'll base it fully on my sims' personality and aspiration.
Guess this was not very helpful for choosing what world to choose when playing. In my case I will normally look for a good match between the local culture and my sims' personalities, but this will often be quite difficult to spot.
