For the mermaids, I'll let them to live in Sulani.
For human/other occults, it depends on their (or their parents') money balance. I'll choose a lot which my sims can afford.
Because I've never kicked out the original residents in a house (normally are townies from DLCs), I'll only choose a house/ a lot which is not occupied by others.
As per my record, Willow Creek and Oasis Springs are already full. I may choose other cities for my sims to live then.
