How do you keep your town from turning into a jumbled mess?

@LaBlue0314 I just finished making a master save that I'll use whenever I want to start fresh, and I made sure that most of my houses are filled, and that the families don't have the option to move out. The SP in game is very heavy handed and has no rhyme or reason, but I do like the idea that things are going on outside of my Sims, so I keep it on for game-generated Sims and some townies.

Collect a few households that you'd like to keep around and move them into the houses, then make sure they can't move out again.
