No idea. I am just thinking that maybe only the section needed is loaded into the pc at one time. In one house I had troubles having sims moving laundry from the basement to the washer at third floor, meaning a washer and a dryer were added to the basement.
The home was the Straud family at Forgotten Hollow in Sims 4 on PC.
The cooking facilities on top floors might be just an ice cream maker and places to put and eat the ice cream. Bathrooms at each floor might be needed, too. Several stairs might be needed to avoid chaos.
The game used to look for say fridges, sinks, toilets etc vertically instead of horizontally. I had occasions where a sim wanted to wash his hands after using the toilet, and instead of taking 4 steps to his right, he aimed for a sink that was right above him - on 2nd floor. I think this was a glitch that has been patched, but I agree - they seem to be all over the place so providing stuff like toilets on each floor will probably help. In my big estate the royal family are not supposed to cook, but get served, so the kitchen is locked off entirely. However, I often see a household member walking 3 floors to pick up a book and read, although there are numerous bookcases on every floor - they are just not very rational beings... or they simply love a good walk :)
