I think the computer might be too low-end for your needs. Even when I played on a Dell desktop with onboard graphics, I never had a problem with lag in regards to house size. And all it had was a Core i5 and 8 GB of RAM
But was that a new save, or an old one with lots of households played rotationally?
You could try replace all your CC temporarily with maxis objects and see if it makes any difference to how the lot runs. Then you'll know if it's the save or just some bad CC.
I already found that the lot works 100 times better when imported to a fresh save. So I concluded that my save being 9 RL years old is my main problem. It only affects this huge lot, smaller/regular sized lots works okayish.
Maybe if you delete the cache files it will help? I am not sure how age of save file would contribute to lag, unless maybe it's large number of sims in it and needs to keep track of everyone for things like neighbourhood stories and such.
Neighborhood stories are turned off, but yes, I have 650 actively played sims in about 125 households, so the save is massive. Can't blame the game, though. It's a miracle that this old save still works pretty well on lots where I did not go extreme re building and adding content. I have many high nobility estates with plenty of CC etc, but those lots are smaller than 64x64 and builds are not 3 full floors. So in my case, I think the problem might get solved by reducing the size of everything - my royals have about 10 nicely decorated dining rooms, but because of the lag I often use a cheat to fill their hunger, LOL. So, that lot is not a very smart concept at all :)
