Every played household has a separate folder, and every screenshot I take of an individual household goes in its folder and gets a name. The name is usually something very obvious to describe the picture, like "Prudence at the flea market" or "Benjamin's graduation party", sometimes even with a number behind the name when I have more than one picture of the same event. I take so many screenshots that I don't have the time to come up with super-creative or profound names for all of them, but those generic names also make it easier to find them again later. If a lot has happened within a household or they've moved around a lot, I may create several subfolders and organise the screenshots accordingly.
When there are sims from several different households in the same screenshot, it usually belongs to the household whose sim is the main attraction. For example, if Bella Goth is a celebrity having a meet and greet in Del Sol Valley, and Travis Scott happens to be one of the fans cheering her on, that's the Goths' screenshot, unless I was playing as Travis at the time and trying to tell the story of him meeting a celebrity. I also have a "General" folder for screenshots that aren't tied to any specific households, such as landscape photos, as well as additional folders for special groups of sims. Almost my entire real life family exists as sims in the game, but not all of them live together. So screenshots of family members from different households meeting and doing things together usually go in the "Family" folder.
