How do you split a family to move some into a new empty house?

I cant work it out, maybe because there are no empty lots? The only solution I can see is to go to manage worlds, split the family and merge the split with another occupied house. Then go to that hous...

It was so much easier to split a family in Sims3, despite the many faults in that game. Too bad the dev team didn't glean the good points from TS3 to keep in TS4. But, what can you do? I've put off playing the game yesterday and now today, even though I had a blast playing it two days ago. :( Don't know what it is, exactly, but I'm starting to feel frustrated.
