How does uploading to the gallery REALLY work?

I thought I would upload all my important lots and sims to the gallery, for safe keeping, because my game no longer supports tray file downloads( another problem). But when I go to download a lot, it ...

But can you download a lot without the tray files already in the tray folder? That's what ppl do that put the lots in their game, right? I've noticed I can't download through the tray folder either.
