Yeah but those only work on tops that don't intrude on the jacket's mesh. In order for EA do this they would need to make it so that every top is compatible only way to do that is to give each top two or more meshes they can switch to when you put on a jacket. Not to mention some tops aren't compatible texture wise. I remember trying one of those cc jackets and the texture bleed onto the top I chose underneath. At this point they would also need to expand the texture map so that jackets have their own place on it.

No company would really want to even potentially allow combinations of outfits where clipping would occur because it would be a bad reflection on them and it would open them up for criticism.
So in order to do it in a way where combinations are restricted and no clipping can occur, they would probably have to revamp the entire clothing system that the game has, and make the categories more modular. It's an interesting idea for the next game but I think it's too late for this one.
I wasn't aware of this, thank you for bringing this up. The CC jacket I have is pretty loose fitting and doesn't clip through very many meshes so I hadn't thought of it.
