How is this a gamepack?

I don't need you to help me further. I already understand quite well how it works.
Once EA decides to hire (for example) me as one of their programmers. Then my paycheque is already accounted for in their budget. My 40 hour work week is already accounted for in their budget.
So the question from there is... what can I produce for the company per 40 hour work week of employment. NOT what the company can afford, because the company has already agreed to pay me regardless. So its down now to what they will get for their money.
Budget, from there, has very little to do with it. Budget played a part in deciding whether or not I would be hired for that project. Once hired, budget no longer plays much of a role. It comes down to me now, and what I can offer the company in return for their investment in me in respect to what they want.
I believe the budget refers mainly to the build/buy/CAS objects. They outsource the creation and texturing of meshes to other company, in China I think they said it was. Also, it's possible that their inhouse artists and programmers are allocated only certain amount of time to work on certain packs so that may also factor into the budget. Anyway, I don't think it's a question of budget, because this pack is full of new meshes. Maybe they didn't add too much gameplay elements to not put too much pressure on themselves and on the QA testers in India, given the situation with COVID and people may not be able to work very well from home and this way they reduced the number of possible bugs.
