Some sims I make up as I go along. I'll just open up CAS and go "okay who am I making today" and their 'story' starts to take shape as I add more details. An earring here, a scar there, and one torn t-shirt later I've got a runaway teen who is trying to do well in school despite having to scrape for money and rummage through the laundry for change just so he can eat before bed.
Other times I go in with a goal, like "I'm going to make two parents and a toddler. I will ONLY control the toddler (parents only used to pay bills when needed) and max them out on all skills, move on to child, do the same, then with teen, rinse and repeat. Now with the addition of Uni I can bring my sim (now a teen) into college and tell their story there. They are also trans (non-binary trans-feminine) because that makes it fun when aging up to change their fashion here and there! The story grew as the child grew.
And still sometimes I get a whole story planned out, set the "stage" of characters so to speak, and I let them at it.
