I know it does as I had to research it on my sister's PC when it couldn't run Sims 3.
The problem was a message upon running Sims 3, fresh installation, with only WA and Ambitions. "EA registration server unreachable". Something like that. And it never goes away. For days.
Had to contact EA live chat for that, the first thing the said was the thing I'd never do nor suggest to anyone - manual unistall of all Sims 3 content which included removing all corespondent registry keys through regedit, one by one. Then redownloading/reinstalling the whole thing from scratch.
I still did the registry "cleaning", I thought the guy knows what he's talking about.
As you may guess, that didn't help at all.
Wasn't lazy so I tried both download and copy Sims 3 from my own machine, Origin recreated missing keys in both situations.
But still no dice.
Then they said use CCleaner (for god's sakes...) and I can't even remember all silly things they suggested. In the end they even killed the game and EP keys and gave me a brand new ones.
Guess what? That didn't help too.
What solved the issue?
Uninstalling every single EA game that existed on that PC, then installing (but this time definetly just copying and verifying from HDD) only Sims 3 and it's expansions.
The problem was never Sims 3, but some other Origin game that messed something somewhere up, god knows what, but it prevented Sims 3 from working and generated the odd "server unreachable" error.
Oh, and I found it out myself. EA support never suggested that the cause might be another corrupt EA game and not Sims 3.

Found the actual error message:
Unable to connect to EA servers to Activate Sims 3. Please try again later.
If you see someone reporting this problem, the solution is as I said, uninstallation of all EA games on that machine not just the one that, apparently, per the message, cannot activate itself. Then reinstalling (or returning from backup) one by one.
It also helped this guy when the same message appeared on his Dragon Age Inquisition:
