Yeah, the City Living ones are decent but the rest are just boring. If my sim is living in the neighborhood while it's happening it's nice to have them around to make it feel like somethings happening and have more sims around, but otherwise there's nothing to do. It's just a pretty area with some stands and a bonfire.
