How to make police club to catch thief with kleptomaniac from steal items in retail store?

I suggest setting up two clubs.

Club A for your police sims

Club B with the requirement Trait -> Kleptomanicac

If possible set the retail store as club hangout for both clubs (my shop owners can start gatherings on retail lots, but I'm not sure of retail lots can be set as club hangouts)

Give the police club the activity to "Be mean to" -> "clubs" -> "Club B"

Note that this cannot make the klepto sim stopp stealing.
