How to report a bug?

I've just been on the forum where you report bugs and I cannot work out how to actually start a new topic. I have searched all of the existing bugs and mine does not seem to be there (Sims stopping what they're doing every time you change something in build-mode).

Can someone talk me through it please? I've had a look at the extensive instructions but it's not helping me find a button to start off my post...
