I'm sorry but I had to laugh when I read that you made a kleptomaniac sim but you can't take her anywhere because she steals even when you don't direct her to. It means they've added a very realistic trait into the game. :)
Understandable though, as the player, that you would prefer to manage your sim's actions yourself and have your sim steal when YOU want to rather than when your sim wants to. The player is supposed to rule and I think this is one of the problems with this game; the sims are so self sufficient that the player doesn't rule as much as the player might like! Basically, they've made the game so well that the sims themselves don't need any direction from the player; they particularly good at directing themselves. The thing is, are smart sims what players want or would they prefer their sims to be dumbed down a little? For myself, I prefer to partake in my game rather than just watch as the play unfolds.
