If you don't mind mods, KawaiiStacie has Explore mod, and trick or treating is an option. It is only a rabbit hole, but you can send your children and teen sims off trick or treating in their costumes and they even come home with sweets/candy. And it meets the holiday trick or treat requirement thingy :)
