All they really need to do is add the missing stuff to the toddler, I don't understand why toddlers don't pass by in the parks like children teens and adults, they don't have access to clubs, there is no thing in the friendship panel to invite household over like in the Sims 3. I have not tried putting toddler stuff in community lots to see if they would come by, but since they can't leave the house by themselves its highly unlikely they will spawn in a community lot as those things are just random. Also toddlers that are in npc households not in world freeze during aging as no one is physically there to help them age, they can't age until you help them blow out a cake, I don't know if that was fixed recently, but freezing aging toddlers keeps the game from aging the other household members.
