A good way of creating households is to base them on a trait or aspiration. Also, if you do several of them with different aspirations and traits, you get a very diverse world with many different characters that really feel and look unique.
When in CAS pick one aspiration and create a sim perfect for it, or pick a trait at random and base your sim's personality and style around it.
I find this helps when I feel I'm a bit stucked.
