I like to span families across the town if that makes sense. Have one family that you create in cas (maybe with a recognizable trait or personality, so it adds to the family thing) and then create aunts, uncles, cousins, exes that share children, etc. It makes it cool to see them around town- and more realistic, imo.
Also, you've probably done this already, but have you searched the townies hashtag? There are some themed households of 8 that have pretty unique and good-looking sims. I usually go in and separate the household then build the individuals' families so it isn't just a household of 8 single, unrelated sims.
