The familiars can be found in the realm of magic. Either through the one store that sells them, or else there are some scattered about the Magic HQ. They look like colored crystal balls.
You can also have your spellcaster Practice Magic (it's an interaction) which will increase their caster points and potentially have them discover spells - all but the top three spells can be learned this way. The sages can also teach spells and potions.
If you focus on spellcasting, you can actually get them from start to Virtuoso within a few sim weeks, even as little as one if you use magic rather than cooking and don't have a job.
