You can get the familiars by buying them from the stores in the magical realm. Once you bought the familiars, the familiar should appear in your sim's inventory. Once it's in your sim's inventory, just click on your sim and you should get the option to bind the familiar to your sim. ( I'm not sure if that's exactly what the option is called).
By the way, the stuff available to buy from the magic stores changes from time to time, so you should check out the store from time to time to see if you can get some new stuff ( like new brooms and new familiars)
