I cant get an interaction for dolphins on the bouy despite them swimming around it

I have that, sometimes one would pop up and I would get a pop saying the dolphin is deciding if it likes you. But I can’t click on the dolphins.

Were supposed to be clicking on the bouy. I guess this could be a bug that wasn't caught during testing.

I guess right now mermaids are the only ones that can interact with dolphins.

When you see them swimming, try clicking the dolphins themselves. This works most of the time, you should see an option "Call Over Dolphin". It doesn't always show on the first click but keep persisting, it'll show up :)

Edit: In fact, it looks like it's the swimming fish directly beneath the buoy that you click.
