I cant get the timer to work on the tripod

I'm not sure but I have the same trouble

take picture together works just not with the marks

I believe the timer is bugging out.

Here's how it works for me. I set up the tripod and camera and my photographer clicks on the tripod and chooses "take picture with". They both go stand in front and then the picture select comes up.
I haven't tried it with multiple sims or using the marks yet though.

What is the wait for photographer suppose to do? When I click on take picture with they leave the things you place down.

You set the timer so the photographer has time to walk and join the picture. Here's my example. Sorry UI is turned off right now in my game.
The redhead is my photographer she selected "take picture with" on the tripod.

To get a couple shot you don't need the timer. You just select two sims to take a picture of they should go stand in front of the camera. When I take a picture of three they seem to need the marks to get them together at first.

I want to use the marks to get them in front of water.

I use the “take a picture with.....” interaction and it works.

But I’m general, depending on where the camera is, the sims don’t come and the photographer is stranded..... I think it’s a bug.

That might have to do with routing to the place you want them to stand. I do use the marks to herd sims and then after I take shots of them on the marks I try for another few shots right after they start to leave them. That way they can be standing in different areas. Since you can also take shots from different angles with the tripod you can get them from different views.
I might try taking some shots on the beach with a couple today for grins, I've only done single sims so far in Sulani.
