Those updates were all overhauls as part of the pre-patch before the packs themselves. That meant everyone regardless if they had the pack or not would be affected.
The only time they actually fundamentally changed the nature of a pack and provided a new feature was adding 3,5,and 10 game options to the bowling alleys and allowed for chatting with others while bowling in its respective pack, while also making the skill easier to increase. They didn't have to do that, it wasn't like some bug they had to fix or anything. They actually properly listened about the gripes with the pack and realised it clearly was not worth the $10 for the terrible gameplay there already was when the pack released if there wasn't anything done to flesh it out. After that, it never really happened again.
