I'm not asking EA to put everything into the base game - perfectly happy to buy a reasonable number of EPs, SPs and GPs but the game is barely 1-year-old and already there are six of these things! A brief search of the previous Sims game development will highlight just how much they're selling as "extras".

It's an interesting analogy but I don't think you hit it quite right. I think it would be a bit more accurate to say it's as if you purchased a yacht from a company you'd bought from a couple of times in the past. This year, the price is slightly more and the microwave that was included the last time you bought it wasn't included because they ran out of time to add it and wanted to meet the deadline they'd set with you. You already have everything you need to use the yacht and enjoy it to a degree but the microwave would make things a lot nicer, as well as the custom canopy instead of the standard one you got. However, you knew the microwave wasn't included when you purchased it.
I think that's a bit more accurate. TS4 is not lacking the ability to control the sims or play the game. Plus, they haven't completed toddlers yet so we have no idea if the idea is to charge for them when they get them done. I'm still betting (and thoroughly believe) that they will patch toddlers in for everyone and offer a pack that has extra content for toddlers.
As for packs--it's not greedy to create and sell items for profit. There is nothing forcing anyone to buy the items and, so far, most of what's been offered in packs has been additional content, not base game content. Things that even EA/Maxis couldn't argue as base game (ghosts, pools, basements, etc.) have been patched in. Everything else is just options. Just because a company, who's purpose is to turn a profit, offers something for sale, doesn't mean anyone has to purchase that item and it doesn't make that company greedy.
Now, if you truly believe they're going to charge for toddlers, then yes, I would agree that that's greedy. I just don't believe they're planning on charging for them.
And, really, the worst part of that yacht that you bought? It's that you can't actually swim in the ocean yet. :p
