I suggest they add a 'hard mode' game pack.

I don't think there should be a Hard Mode 'pack' as an extra difficulty option shouldn't cost extra money to play, IMO, but adding more difficulty options in the game in a patch might be an idea for those who find the game too easy.
That said though, I think there are already a lot of ways for players to make the game more of a challenge for themselves. There are a lot of mods that add an extra layer of difficulty, IIRC, for various different aspects of the game- and for those who don't want to/can't use mods, there are always the different challenges people create to make the game more interesting for people. I often do challenges to make gameplay more fun when freeplay gets boring.
Another option is to set yourself little 'house rules' for specific households or savefiles; In my freeplay I have one family that I only allow to make money off the land or off of crafts, no career allowed, to make a bit more challenging. There's also the more negative Lot Traits which add another layer of difficulty as well.
