It seems to be roughhousing. It was active in both Copperdale and Newcrest where i saw the teens autonomously insulting each other. My sim self managed to get it appealed in Newcrest and since 6pm Monday when the re-appeals closed so far there's been no mean interactions between his teen daughter and step daughters.
