@Jaysims I have frequently started over. But I would recommend moving (or copying) your current game save to another folder/drive as a back up in case you decide you have made a mistake and really want to go back to that game.
Sometimes starting completely fresh, with nice new Lots and new sims, is great fun. I tend to make a base hood save with Lots that I like most and then adjust that save in small ways if a new pack comes out or I want a couple of different Lots. Then I start a fresh game from that base save.
