This happened to me once or twice - not sure what the problem was but it was not my mods. I have my mods in now and had some really rocking parties recently. I think it could be the guests got stuck trying to enter the lot and being blocked by some sim that got stuck exiting the lot. Before moving out your mods try repairing the game first.
