The mod free way to do this is to set the number of bedrooms and bathrooms to 0 for houses you want to keep vacant. Actually learned that from MCCC’s documentation.
I didn't know that, I wasn't sure if teh game actually took notice of numbe of bedrooms. Thank you. I will start fresh, my hoods do look empty.
