If you have Jungle Adventures installed there is always a skull available at the market when you click to browse items like tents etc. The only skull available seems to be the hard pink one. For me that is. Not sure about the flea markets in the city though.

Isn't there a cheat to open them up in buy/build?

There is, @catmando830 . If you use bb.showhiddenobjects you can find the entire set and the storage shelf in build/buy.

they use to wear it but they don't anymore it should say day of the dead in the name tag though @CAPTAIN_NXR7
