If I delete all residents/townies will it break my game?

I'm thinking about starting a new save, but I want it to be fresh where I don't already know people's personalities, so I want to delete all the townies that are there when you first start and all of ...

No breaking. The game will recreate any sim that is strictly needed. I think NPCs are picked from a pool, so there will be a certain chance of getting a few of them that you have met before.
