My game seems to have gained the most use out of Island Living - but it was also one of the last ones I bought because I thought I would get very little from it as reviews had been unkind to it for 'lacking gameplay and just being locations and stuff'. Locations and stuff happens to be what sells most to me... which I figured out over time.
You kinda need to know what kind of player of Sims 4 you are before you can answer this one.
Do you want a sandbox?
Do want to tell stories?
Do you want to be challenged?
Do you want to create family lineages?
Seasons is going to be valuable to people who want to grow families and stories over time - it's giving them holidays and events and such.
I think 'challenge me' players will like University, because that thing is a hassle of a task and requires intense micro-management of a single sim over a period of time. This is the EP you can easily "fail" at so you have to 'play well' to 'do well'.
Sandbox players are just going to look at each world and count the number of plots they can build in, and how many CAS and Build Mode items it has, and if the style is neat to them - that's the EP they want.

I also don't get a lot of use from seasons in comparisons because although I do like storms I mainly play clear skies and warm weather.
I just have mermaids call on storms for scary movie night with popcorn lol

I will! Rest assured, I'm reading all of y'all's imput! It's going to be a while before I decide, I think, because I'm currently unemployed and I want to wait until I get a job before spending money on things like games. :)- It would be Cottage Living for me, because of the combination of the new world, gameplay and Build/Buy. After that, Seasons for sure!

Favorite Expansion Pack: Seasons. It's hard for me to remember Seasons is actually an expansion pack, because it's such an integral part of all my saves. Having a calendar with changing seasons and weather make my Simworlds seem so much more real.
Favorite Non-Seasons Expansion Pack: Cats and Dogs. We're pet people at my house, so having cats and dogs was essential. Plus, Brindleton Bay reminds me of the New England coast. I have a lot of happy memories of time spent there.
Favorite Game Pack: Outdoor Retreat. I enjoy the way sending Sims on vacations changes the feel of a save.
Favorite Stuff Pack: Tiny Living. Even if a Sim isn't living in a tiny house, I find myself using the build and CAS elements of this pack very frequently.

- Cats and dogs by far. I can't imagine a life simulator with no pets.
