I've searched online for a video that explains this. Surprisingly there are none.
But what do you mean by "good photo"? The value alone, or is there anything extra that is visual?
I have photographers in my game with just a couple photography skills, and others with full skills. I can't tell a difference by just looking at the photos, but the value will of course increase with higher skills, meaning you make more money if selling. I mostly take photos for the numerous family photo walls, though.
