I'd rather they get their own pack, because there's so much you can do with them, and there's a ton of werewolf lore to draw from. Having to stifle all of that with another occult pack would hurt everyone involved. This is especially true for RoM, because witches far-and-away have more potential than any other state. They need to have as much room as they can get.
Since there was no option for what I wanted, I went with the best option available. Werewolves could protect farms from predators, feed on livestock, contract fleas from animals, lurk in the woods and handle the more physically-strenuous activities with ease.
