Some reason can't buy anything for my house, some reason it says insufficient funds even though i have money

Try doing what Dekay suggested and seeing if the same issue is occurring in other households also.
If it is the one household, have them move to another home. Then have them move back to the original home and see if that helps the issue.
If the issue remains, save the home to your library. Then bulldoze the lot. Then place the saved library version of the home back onto the lot and see if the issues remain.
