Actually in my experience with TS2 the kids could get an in-between skintone as long as both parents had original skintones (not cc). There were only 4 skintones so if one parent had the lightest and the other the darkest then the chance of getting either of them was probably 50%, but I'm pretty sure I did sometimes get the middle tones.
Yes, that's how it works in Sims 2. I genetized the alien skin as skin 5 and a cc bigfoot skin as skin 0 and between them they can produce alien skin, bigfoot skin and each of the four human skins. With six instead of just four skins the potential variety is more visible in actual gameplay :)
